BISP-RSPN Nationwide Rollout of Poverty Targeting Survey in Pakistan 2010-2011
RSPN’s advocacy over the last two years to improve poverty targeting gained official recognition when in February 2009 the Benazir Income Support Programme (BISP) agreed to pilot World Bank poverty scorecard in 16 districts through its 3 Partner Organisations: Rural Support Programmes Network (RSPN), Pakistan Poverty Alleviation Fund (PPAF), and Population Census Organisation (PCO).
Based on successful completion and learning of Test Phase of Poverty Targeting Survey in 16 districts in 2009, the BISP has launched the “National Poverty Targeting Survey” in remaining 131 districts including 13 FATA/PATA Agencies. The programme is being implemented through: 1) Population Census Organisation in 27 districts of Balochistan Province; 2) PPAF in 12 districts where it is implementing Social Mobilisation Project; and 3) World Bank supported competitive bidding process in 92 districts grouped into five clusters: Cluster-A (Upper-Punjab & AJK), Cluster-B (South Punjab), Cluster-C (Sindh), Cluster-D (Khyber-Pakhtunkhwa & Gilgit-Baltistan) and Cluster-E (FATA and PATA).
Following a competitive bidding process, the RSPN has been contracted by the BISP as a Partner Organisation to undertake the Poverty Targeting Survey of 13 million households (88 million population) in 63 districts of Cluster-A (Upper Punjab & AJK), Cluster-C (Sindh) and Cluster-D (Khyber Pakhtunkhwa & Gilgit Baltistan) by mid May 2011, in partnership with its five member RSPs: AKRSP, NRSP, SRSP, SRSO and TRDP. The total budget for these 3 Clusters is Rs 1,705 million while RSPN and its five partner RSPs will recruit 10,626 staff of various categories to accomplish this task.
RSPN will have a National Team, three Cluster Offices (two at Islamabad and 1 at Karachi), and 10 Sub-Cluster Offices at Peshawar, Mardan, Gilgit, Muzaffarabad, Rawalpindi, Lahore, Karachi, Sukkar, Mithi and Hyderabad. RSPs will have 5 RSP focal persons, 60 District teams each headed by a District Team Leader, with a District Tracking Officer and a District Logistic Officer working under his supervision. There will be 126 Tehsil/Area Teams, each headed by a Tehsil Team leader with a Tehsil Tracking Officer working under his supervision. There will be 650 field teams each having 1 Supervisor, 1 Editor, 1 Monitor, 1 Forward Campaigner, and 11 Enumerators. There will be about 900 vehicles and 1250 motorcycles for the mobility of staff.
The poverty targeting survey will be completed by end March 2011 in Cluster-D (KP&GB) and by end May 2011 in Cluster A (Upper Punjab and AJK) and Cluster-C (Sindh Province). The targets and staff by partner RSPs are given below.
